When I open the images up in my image program, they are very large. Why is this? This is the way it is supposed to be. Because they are drawn in 300 dpi (dots per inch) the images were created that large. Once printed, they will come out the size needed for a page. You may have to zoom out on your image to fit it on your screen and work with.
If I resize some images, won't they lose some of their quality? Yes, some quality will be lost after being resized. That is why it is best to not resize them if at all possible. All images were drawn at a size meant to work well with crafts and scrapbooking. However, there are certain times that you need an item at a different size. That's why I allow my graphics to be resized. I suggest that you only shrink them down. Most will still turn out nicely. You will lose more quality when enlarging images. After you shrink an image down, try sharpening it (most image editing programs have this feature). Sometimes this helps and sometimes it doesn't. You'll have to experiment with it and see.
How do I print my layouts and background papers? This is something I can't teach or answer here. You will have to become better acquainted with your own personal printer and printer manual. Each printer is different and I'm sure there are various ways to print these out in high quality. There's usually certain settings that need to be adjusted so as to not leave a white margin all the way around the page.
